Water and Power Development Authority

The Water and Power Development Authority (WAPDA) is a major infrastructure development company owned by the Government of Pakistan. WAPDA was created in 1958 as a Semi-Autonomous Body for the purpose of coordinating and giving a unified direction to the development of schemes in Water and Power Sectors, which were previously being dealt with, by the respective Electricity and Irrigation Department of the Provinces.





WAPDA objectives are:

To produce electricity across Pakistan
To maintain energy creating plants
To supply water to public.
It services many grid stations through the country and oversees large dams such as Tarbela and Mangla.

WAPDA was created in February 1958 as a semi autonomous body to coordinate the large investments in water projects and the huge task of expanding the electricity network all over the country.

Provincial departments which were dealing with these subjects were combined into a federally controlled organization.

The original charter was to investigate, plan, and execute projects such as:

Electric power generation
Transmission and distribution
Irrigation
Water supply
Drainage prevention of water logging
Flood management
Inland navigation
The total installed capacity in 1959 was 119 MW, the creation of WAPDA accelerated the pace of expansion of the electricity system and network which in 2006 had an installed capacity of 17395 MW, a 146 times increase in last 47 years, an average annual growth rate of about 11.2% over the period 1959.

The organization is now in the process of being split up into smaller organizations.

Multan Electric Power Company (MEPCO) is an electric distribution company which supplies electricity to Multan, Punjab, Pakistan.

Peshawar Electric Power Company' (PESCO) is an electric distribution company which supplies electricity to Peshawar, NWFP, Pakistan.

The Quetta Electric Supply Company (QESCO) is an electric distribution company which supplies electricity to the city of Quetta, Balochistan, Pakistan.

Tribal Electric Supply Company (TESCO) is an electric distribution company which supplies electricity to FATA, Pakistan.

Area Electricity Boards

Hyderabad had an Area Electricity Board (AEB) as one of the eight AEBs constituted through amendments in WAPDA Act during 1981. Later on as the Government of Pakistan approved the revamping of the Water and Power Development Authority (WAPDA) power sector in April 1998, the Hyderabad Electric Supply Company took over responsibilities of the Hyderabad Area Electricity Board. Hyderabad Electric Supply Company is owned and operated by WAPDA though. The company was incorporated on 23rd April 1998 and certificate for commencement of business was obtained on 1st July 1998 from NEPRA under section 146(2) of Companies Ordinance 1984.

Islamabad Electric Supply Company (IESCO) is an electric distribution company which supplies electricity to Islamabad, Pakistan Head Office in Islamabad. Mr. Raja Abdul Ghafoor being the Chief Executive Officer. Among many Directorates, Planning & Engineering Directorate is one. Mr. Abdul Rauf Mughal is the Manager P&E and Mr. Sarbuland Khan is Deputy Manager (Planning)

The Kot Addu Power Company Limited (KAPCO), was incorporated in 1996, location in Kot Addu, District Muzaffargarh, Punjab, Pakistan. Kot Addu Power Plant was built by the Pakistan Water and Power Development Authority (WAPDA). In April, 1996, Kot Addu Power Company was incorporated as a public limited company. On April 18, 2005 Kot Addu Power Company was formally listed on all three Stock Exchanges of Pakistan.

Electric Supply Companies

Faisalabad Electric Supply Company (FESCO) is an electric distribution company which supplies electricity to Faisalabad, Punjab, Pakistan.

Gujranwala Electric Power Company (GEPCO) is an electric distribution company which supplies electricity to Gujranwala, Punjab, Pakistan.

Hub Power Company Limited (HUBCO) is located at Hub, Lasbela District, Balochistan, Pakistan. The Hub Power Company is a large, private-sector power company and its 1,200 MW plant is located 60 km from Karachi in Hub. The electricity at HUBCO is generated by four 323 megawatt oil-fired units that are supplied by a 78km long pipeline from Pakistan State Oil (HUBCO, 1999b). In simple terms, the electricity is produced when oil is heated with steam.

Karachi Electric Supply Company Limited

Karachi Electric Supply Company Limited (KESC), (formerly Karachi Electric Supply Corporation) was incorporated in 1913 via the Indian Companies Act of 1882. In 1952, the Government of Pakistan (GoP) acquired a majority shareholding of KESC. KESC is the only remaining vertically integrated power utility in Pakistan and has exclusive franchise rights to serve Karachi, Pakistan’s largest city, and its surrounding areas. The Company has about 18,000 employees; its network spans an area of 6,000 square kilometers and serves roughly 2 million customers. Listed on all three of Pakistan’s stock exchanges, KESC has a market capitalization of nearly US$ 725 million and generated revenues of nearly US$ 1 billion in fiscal year 2008.

In the 1970s and 1980s, Pakistan suffered from intense power shortages, which led subsequent governments to the realization that a serious power crisis was in the offing. With a view towards encouraging private investment in the country’s power sector, the GoP began providing lucrative incentives to foreign investors through various power policies, the first of which was initiated in 1994. Through the 1994 Power Policy, the establishment of Independent Power Producers (IPPs) was encouraged to provide Pakistan with much-needed investment in the power industry.

In 1996, a steep deterioration in KESC’s financial health began, which promoted suggestions for the utility’s transfer into private hands. During the interim between 1996 and 2005, Army management was instated at the state utility with a view towards enhancing the Company’s operational and financial health in May 1999. There are conflicting views towards this shift and management, with allegations of severe misconduct.

During 2002 and 2003, incentives were introduced in preparation for KESC’s privatization, which eventually finalized on November 29, 2005 with a 71% transfer of ownership to a consortium comprising of the Saudi Al-Jomaih Group of Companies and Kuwait’s National Industries Group (NIG), with the government still retaining a 26% stake. Due to various operational setbacks and the ill-fated choice of Siemens as an Operations and Management (O&M) contractor, the privatized consortium was unable to improve the Company’s financial and operational crisis.

In the earlier part of 2008, Saudi Al-Jomaih, approached Abraaj Capital, a leading private equity firm based in Dubai, with a proposal for a potential stake in KESC. The deal was eventually finalized in October 2008 at a ticket price of $ 361 million for a significant equity stake in the Company, which grants Abraaj Capital full management control. Abraaj Capital has brought in a professional management team with over 41 senior managers to immediately address the management crisis at KESC. The team is being spearheaded by Naveed Ismail, KESC’s Chief Executive Officer (CEO).
